Steve Kay
President
Steven G. Kay currently serves as the Pulpit Minister for the Redlands Church of Christ and as Chaplain for Hospice of Redlands Community Hospital in Redlands, California. He also volunteers as a Chaplain for the San Bernardino county Sheriff’s Department. Steve received a B.S. in Religious Education from Oklahoma Christian College in 1977 and a M.A. in Religion from Pepperdine University in 1984. The death of his oldest daughter, Kristin, at the age of 12 in 1993 led Steve to become a Nationally Certified Bereavement Facilitator. He conducts numerous Grief Seminars each year for medical personnel, Police & Fire Chaplains and churches.
Steve & his wife Debbie have been married since 1976 and have three surviving daughters: Brittany, Jennifer, and Samantha.
Ed Billia
Vice President
Deacon Ed is an ordained Deacon in the Roman Catholic Church. He is currently assigned to the parish of St. Hugh of Lincoln located in Huntington Station, N.Y. Ed is an Associate Chaplain to the Huntington Manor Fire Department since 1984 and as Chaplain to the Huntington Community First Aid Squad since 1993. Ed has been a member of the New York Association of Fire Chaplains since 1984 and was elected as Chief Chaplain in 2004 for 2 years. Ed now serves as treasurer for the association.
Deacon Ed is also a member of the Federation of Fire Chaplains since 1995 and is now currently serving as Vice-President of this international association. He has achieved the advanced study award of the Federation’s Master Level in 2000. Ed also is a graduate of the U.S. Coast Guard Search and Rescue School. Ed also holds a Doctorate in Education as well as two Master’s degrees. He is also serving as chaplain to the Huntington Township Fire Police association as well as chaplain to the Suffolk County Chief’s Council and is a member of the
Larry Modugno
Secretary
Chaplain Larry Modugno retired from 21 years in law enforcement after serving 4 ½ years with San Fernando Police Department and 16 ½ years with the Ventura County Sheriff’s Department and is presently serving (for the past 16 years) as Trauma Responder/Chaplain for Ventura County Fire, Ventura County Sheriff’s Department and Oxnard Police Department.
Chaplain Modugno is a member and on Board of Directors of the Federation of Fire Chaplains, International Conference of Police Chaplains, International Critical Incident Stress Foundation, The International Society for Traumatic Stress Study, and The Association of Traumatic Stress Specialists as a “National Certified Trauma Responder”. Chaplain Modugno also serves as board member of the CISM (Critical Incident Stress Management) Coalition of Ventura County. Chaplain Modugno is also an Ordained Deacon in the Catholic Church.
Cameron Brown, PhD
Treasurer
Cameron Brown has been a Fort Worth Fire Department Firefighter for 25 years. She currently serves as both the Fort Worth Fire Department Chaplain and a firefighter on Engine 38. Fire service certifications include State of Texas Master Level Firefighter, Instructor, Inspector, and Emergency Medical Technician. She has been a member of the Federation of Fire Chaplains since 1987 and currently serves as treasurer. As a Federation of Fire Chaplains Institute Board Member and Instructor, she teaches Basic and Advanced Fire Chaplaincy classes.
Cameron is married to Gary, a fire captain and they have one daughter Courtney. Cameron’s interest in relationships involving firefighters and their families sparked the authorship of two curriculums: Fire Families: Family Support and Awareness and Advanced Fire Families for Fire Chaplains.
Cameron is an ordained minister in the Christian Church (Disciples of Christ). Her formal education includes: Associate Degree in Fire Science and Technology; Bachelor of Science in Social Work; Master of Divinity in Pastoral Theology and Pastoral Counseling; and graduates in May with a Doctor of Ministry in Pastoral Theology and Pastoral Counseling Texas Christian University Brite Divinity School.
